Study name: Safety Report

Economic Operator: Azomureș S.A., Mureș County, City of Târgu Mureș

On-site activities:

Production and marketing of the following products:

  • chemical fertilizers (ammonium nitrate, calcium nitrate, urea, NPK complex fertilizers and liquid fertilizers);
  • melamine;
  • basic technical substances (liquefied ammonia, nitric acid, ammonia – solution);
  • nitrogen gas and liquid nitrogen;
  • dry calcium carbonate and wet calcium carbonate.

Analysis and assessment:
– Aspects of the Major Accident Prevention Policy and the Security Management System were integrated in the Safety Report, the latter being part of the company’s Quality – WHS – Environment and Security integrated management system which includes the following aspects:

  • an organization and staff,
  • identification and assessment of major hazards,
  • operational control
  • management of changes and modifications
  • emergency planning,
  • performance monitoring,
  • audit and review.

– For the preliminary risk analysis, the method “Preliminary Hazard Analysis – PHA” was used.
– Quantitative methods of risk assessment, analysis of consequences by modeling scenarios of major accidents such as toxic dispersions, fires and explosions were used to assess the amplitude and severity of the consequences of major accidents identified in the report.

Project: Obtaining the Integrated Authorisation for Environmental Protection
Study name: Site report
Economic Operator: S.C. SOMETRA S.A., Sibiu County

On-site activities: Non-ferrous metal processing (Waelz plant), disposal or recovery of hazardous waste, recovery or combination of recovery and disposal of non-hazardous waste, physical-chemical treatment of industrial wastewater, rainwater and sewage;

Analysis and assessment:
– analysis of all site changes since the last revision of the IAE;
– presentation of the environment in which the plant is located and of the history of the activities carried out;
– analysis, interpretation and evaluation of existing site data on environmental factors (air, groundwater, soil) to determine the current state and identify developments over time;
– comparison with the best available techniques (BAT) currently applicable;
– integrated site waste disposal management system;
– supporting the results in the Technical Analysis Commission, with decisional factors.

Project: Analysis of the state of environmental factors in the Integrated Environmental Auhorisation Review stage

Study Name: Environmental balance level I, Report for the Environmental balance level I, Environmental balance level II, Report for the Environmental Balance level II;

Economic Operator: S.C. Vernicolor S.R.L., Palota Working Point

On-site activities: Chrome plating of plastic parts;
Analysis and assessment:
– Identifying the elements in which the impact on the environment, produced by the analyzed location and installations, can be significant;
– Identifying and evaluating non-compliance issues and quantifying them in proposals for compliance programs; comparison of compliance with best available applicable techniques;
– Carrying out the consumption balance of Volatile Organic Compounds;
– Analysis of substances used on site, their characterization and identifying their potential to affect environmental factors; elaboration of a soil and groundwater sampling plan, interpretation of the results and drawing the main conclusions regarding the state of the environment on the analyzed site;

– elaboration of the Solvent Management Plan.

Project: Obtaining the Environmental Agreement

Study Name: Report on the impact on the environment

Economic Operator: S.C. SUN GARDEN S.C.S., Pucioasa, Dâmboviţa County

On-site activities: Manufacture of polyurethane foam with a continuous block foaming plant and cutting of polyurethane foam blocks

Analysis and assessment:
– The elaboration of the Report on the impact on the environment was carried out in a full collaboration with the designer of the works and with the economic operator;
– The investment consisted in the construction of production halls, technological platforms, precinct roads, green areas, as well as technical-municipal networks necessary for operation;
– In order to assess the level of impact, the most unfavorable situations were taken into account, considering the simultaneity of all activities involved in the project. Through this approach to assessment, the cumulative effects were presented for all analyzed environmental factors ;
– The impact forecast was made for surface and groundwater, for air, soil and subsoil, biodiversity, landscape, social and economic environment, cultural and ethnic conditions, cultural heritage;
– The risk situations were also analyzed, and for those with a medium level, simulations were performed with specialized software, for the most probable scenarios;
– Supporting the paper by presenting the results in public debates, with various actors involved (decision makers, other operators, the public, etc.).

Project: Obtaining the Environmental Permit

Study Name: Environmental report for the Zonal Urban Plan

Economic Operator: S.C. KASTAMONU ROMANIA S.A., Reghin, Mureș County

On-site activities: Industrial area – for industrial production, formaldehyde solution manufacturing and resin manufacturing (urea – and melamine – formaldehyde)

Analysis and evaluation:
– analysis of the specifics of the site and of the Zonal Urban Plan (PUZ) in relation to other plans and programs at local, regional, national level;
– analysis of the relevant aspects of the state of the environment and of its probable evolution in the situation of non-implementation of the proposed PUZ;
– identification of critical areas of the installation and modeling of accident scenarios, taking into account potential sources of pollution and indicators;
– identifying and justifying the most appropriate measures proposed to prevent, reduce and offset any adverse effects on the environment of the implementation of the PUZ;
– setting out and supporting the reasons that led to the selection of the chosen options; tracing the aspects regarding the environmental monitoring; supporting the project in working groups with various factors, including decisional ones.
